Summary :
On February 25, 2019, the Douglas County School District Construction Department and NV5 advertised a Request for Proposals (RFP) to architectural firms qualified by the District to design the new Alternative Education Facility and Master Plan for Career and Technical Education on the Pine Drive school site. Twenty-three (23) firms were invited to submit on the RFP. Nine (9) firms submitted proposals.

The Construction Department in conjunction with NV5 and District educational staff reviewed submittals. Four (4) firms were shortlisted based on staffing proposed for the project, recent similar experience, and fee proposals.

On April 1, 2019, these four (4) firms were invited to interview:
1. TreanorHL Architects
2. MOA Architecture
3. Hollis + Miller Architects
4. Cuningham Group Architecture, Inc.

On April 11, 2019, interviews were held. The interview panel consisted of the District’s Chief Operations Officer, Director of Construction, CTE Education Coordinator, DC Oakes Principal, DC Student Support Center/Student Assistance Coordinator, Bridge Program teacher, Parker business community representative, Construction Project Accountant, and NV5. Additionally, one student representative attended. Firms were evaluated on qualifications specific to the project, recent similar experience of the proposed architectural and engineering team, staffing plan and organization structure, and communication plan.

The interview panel selected Cuningham Group Architecture, Inc. for this project.

The new Alternative Education Facility is included in the 2018 Bond.
Master planning the Pine Drive school site for future Career and Technical Education is also included in this agreement. An architectural firm is needed to design and manage this project.
 
Funding:
An Architect Agreement was issued to Cuningham Group Architecture, Inc. for $760,000 (9% of Construction Costs), plus reimbursables.

2018 Bond funds will pay for this award and are included in the bond planning budgets. The proposed fee is within industry standards for this work.
 
Recommendation
That the Board of Education approve the Architect Agreement with Cuningham Group Architecture, Inc. for Alternative Education Facility and Master Plan for Career and Technical Education under adoption of Consent Agenda.
